transacct

Utility program that updates the charges table for each activity.
It updates the charge (amount) field — how much is the amount applicable for that activity.
It runs in the background as a python program.
The python program can take arguments for userid , or projectid as filter.
Default should be to update all records.
Amount is updated for those records for which projectid , activity and corresponding per word rate is available in the rate table.
